XIntercept and the programs on this site are the creation of Michael H. Shacter.
Mike develops programs in Visual Basic .NET, Visual Basic 6, and assembler. (After a long initial period of skepticism, he is a .NET convert.) As a result of his work on PocketKnife and PocketKnife Peek, he is also proficient in developing solutions for Microsoft Office programs.
Aside from the programs on this web site, he also developed MPE4WP (the macro programming environment for WordPerfect 5.1) and HyperView (a file viewer with advanced search features) for OS/2.
In addition to being a software developer, Mike is also a lawyer. He has represented radio and television stations in regulatory matters and commercial business transactions, including FCC licensing, the purchase, sale and financing of television and radio stations, and changes in station facilities involving engineering and technical requirements. Among other things, he advises clients about corporate structure and formalities, raising capital, financing business expansion, leases, and general business strategy.
He began his legal career working principally in the area of business and corporate representation. He represented clients in transactional matters including joint ventures, licensing arrangements, stock and asset purchases and sales, employment questions, loan facilities, and regulatory matters. His prior work included bank acquisitions and general representation of a health maintenance organization (HMO), including the sale of a controlling interest to an outside investor.
Mike’s legal experience includes associations with the law firms of Womble Carlyle Sandridge & Rice, Pepper & Corazzini, and Baker & Hostetler.
Much earlier (he left in 1973), Mike worked in the Copyright Office as an examiner. In addition to examining motion pictures for copyright, he also worked on the issue of registering videotapes—a subject that was undecided at that time. As a result of his experience in the Copyright Office (and also, perhaps, due to self-interest), he believes firmly in the value of copyright protection, including the rights of recording artists.
He graduated with distinction from the pre-med program at George Washington University and magna cum laude from Georgetown University Law Center, where he was also an editor of American Criminal Law Review.
